Introduction
More and more people are moving to cities. India's urban population is growing rapidly — over 34% of Indians now live in cities and towns. But who manages these cities? Who ensures that garbage is collected, water is supplied, street lights work, and roads are maintained? This is the job of urban local bodies — the governments of our cities and towns.
Types of Urban Local Bodies
There are different types of urban local bodies depending on the size of the city or town:

According to the 74th Constitutional Amendment Act (1992), urban local bodies have constitutional status. This means they are a formal part of India's democratic structure.
Municipal Corporation
A Municipal Corporation governs a large city. It is the urban equivalent of a state government.

How Are Municipal Corporations Formed?
- The city is divided into wards (constituencies).
- Each ward elects one Ward Councillor (Corporator).
- The Councillors elect the Mayor and Deputy Mayor.
- The state government appoints the Commissioner.
- Elections are held every 5 years.
The Mayor of a city is like the 'first among equals' (primus inter pares) among the councillors. In most Indian states, the Mayor has limited real power — the Commissioner holds the executive authority.
Municipal Council
A Municipal Council (or Municipality) governs smaller cities and towns.

Nagar Panchayat
A Nagar Panchayat governs a transitional area — a village that is growing into a town.
Ward Councillor
The Ward Councillor is the most important link between citizens and the municipal government.
Role of a Ward Councillor
- Represent the ward — Raise issues of their area in the Corporation/Council
- Monitor services — Ensure garbage collection, water supply, street lights
- Approve budgets — Vote on the municipal budget
- Plan development — Suggest new roads, parks, community halls
- Redress grievances — Help citizens with problems
- Supervise works — Check that municipal projects are done properly
If your street light is not working or garbage is not collected, you should contact your Ward Councillor. He/She is your direct representative in the city government.
How to Contact Your Ward Councillor?
- Visit the Municipal Corporation/Council office
- Call or write to the councillor
- Attend Ward Committee meetings
- Submit a written complaint
- Use the civic app/website (many cities have online portals)
In Andhra Pradesh, each city has a ward committee system where citizens can participate in discussions about their ward's development.

- Public hearings — Giving feedback on municipal budgets
- RTI (Right to Information) — Asking for information about municipal spending
- Citizen charters — Knowing what services you can expect
- Social media — Reporting problems on civic apps and portals
- Resident Welfare Associations (RWAs) — Organised groups of residents

Visakhapatnam GVMC (Greater Visakhapatnam Municipal Corporation)
