Public Administration is chosen for its General Studies overlap, and that overlap is where its marks are lost: General Studies asks what an institution is and what is wrong with it, while the optional asks why it takes the form it does. Never state an administrative problem without the design feature that produces it. Paper I is theory and demands attribution — every position belongs to someone, was advanced against something, and carries an established critique, so prepare each named theorist as one page holding target, proposition, mechanism and critique. Paper II is scored on design logic and on one portable finding that answers reform, devolution, police and financial-control questions alike: provisions creating an enforceable claim have been delivered, and provisions directing an authority to transfer what it holds have not.
