How to Write GS2 Mains Answers — Practice

Question 1

Rewrite the following sentence to meet GS2's citation standard: "The Constitution protects citizens against arbitrary detention and the courts have expanded this protection over time."

Accepted Answer

A GS2-standard rewrite attaches the specific provision and the specific interpretive development: "Article 22 provides procedural safeguards against arbitrary arrest and detention, including the right to be informed of the grounds of arrest and to consult a legal practitioner of one's choice. The scope of this protection was substantially widened when the Supreme Court in Maneka Gandhi v. Union of India (1978) held that the 'procedure established by law' under Article 21 must itself be fair, just and reasonable rather than merely validly enacted — converting a formal procedural check into a substantive one." The rewrite does three things the original did not: it names the article governing the specific protection, it names the case that expanded it, and it states precisely what the expansion consisted of (from formal validity to substantive reasonableness). Note that the additional length is entirely load-bearing — none of it is padding, and each added element is independently creditable.

Question 2

Explain how your answer would differ in structure between a question that says 'Discuss the provisions of the Right to Information Act' and one that says 'Critically examine the effectiveness of the Right to Information Act'.

Accepted Answer

The two questions ask for genuinely different work, and matching the structure to the verb is where marks are won or lost. 'Discuss the provisions' is a description task: the answer should lay out the Act's key mechanisms — the obligation on public authorities to designate Public Information Officers, the timelines for response, the exemptions under Section 8, the appellate structure culminating in the Information Commissions — in an organised, accurate way, with limited evaluative content. 'Critically examine the effectiveness' is an evaluation task: provisions should occupy no more than a brief framing paragraph, with the bulk of the answer assessing whether the Act achieves transparency in practice — citing evidence on pendency at Information Commissions, the effect of vacancies in commissioner appointments on disposal rates, the use of Section 8 exemptions to deny information, and the documented risks faced by RTI applicants — before reaching a reasoned judgment and a specific corrective recommendation. A candidate who writes the first answer in response to the second question has produced accurate content that answers a question nobody asked, which is the single most common way competent GS2 candidates underperform.

Question 3

A question asks why a well-designed welfare scheme has underperformed. Outline the three-step structure a strong answer would follow.

Accepted Answer

Step one: state the design intent precisely — what specific problem was the scheme built to solve, and through what delivery mechanism? This matters because underperformance can only be assessed against a clearly stated intended outcome, and a vague framing of intent makes the rest of the answer vague too. Step two: identify the specific point of failure rather than attributing the gap to 'poor implementation' as a general category. Useful named failure types include administrative capacity constraints at the delivery tier, incentives misaligned between the implementing officials and the intended outcome, exclusion errors arising from how beneficiaries are identified and verified, information asymmetry where intended beneficiaries do not know of their entitlement, and accountability voids where no identified official bears consequences for outcomes. Step three: propose a correction that targets the specific failure identified — if the diagnosis is exclusion error in beneficiary identification, the correction concerns the identification and grievance-redressal mechanism specifically, not a generic call for better monitoring. The structure's value is that steps two and three are locked together: a diagnosis that does not generate a targeted fix is incomplete, and a fix that does not follow from a stated diagnosis is unanchored.

Question 4

Why does a conclusion like 'greater coordination between the Centre and the States is needed' score poorly, and what would replace it?

Accepted Answer

It scores poorly because it is true of virtually every federal question ever asked, which means it demonstrates nothing about this particular question or about the candidate's specific preparation. A conclusion earns marks by being specific enough that it could not have been written without knowing the subject. A replacement would name a concrete mechanism or recommendation: for a question on the misuse of Article 356, invoking the Sarkaria Commission's recommendation that the provision be used only as a last resort after all alternatives have been exhausted, and the Punchhi Commission's suggestion of localised emergency provisions allowing central intervention limited to a disturbed area rather than dissolution of an entire state government, gives the examiner something specific to credit. Where no named committee recommendation fits, an institutional mechanism works equally well — proposing that a particular existing forum (the Inter-State Council, the GST Council's voting structure as a template) be used or extended is specific in a way that a call for coordination is not. The underlying test: if your conclusion could be pasted onto a different question in the same subject without modification, it is not doing any work.

Question 5

Explain how the required structure of an International Relations answer in GS2 differs from that of a Polity answer, and why applying the Polity register to an IR question costs marks. (15 marks, ~250 words)

Accepted Answer

Polity answers are organised around a constitutional or institutional position: what the provision says, how it has been interpreted, where it falls short, and what specific reform would address that. The centre of gravity is a text and its application — the article, the judgment, the institutional mechanism — and a well-balanced Polity answer can legitimately present competing constitutional readings without ultimately committing to one, since the question often asks for the state of the debate.

IR answers cannot be built that way. Their centre of gravity is a stated Indian interest — strategic, economic, energy-related, security-related, or diasporic — and every element of the answer should connect back to it. When a question asks about a development in the neighbourhood or a grouping India has joined or declined to join, the examiner wants four things: what India's interest actually is in that theatre, what the development does to that interest, what trade-off it presents (since almost every real foreign-policy choice involves one), and what the realistic options are given constraints India cannot wish away.

Applying the Polity register — presenting both countries' positions in balanced, neutral terms and stopping there — costs marks precisely because it never commits to the Indian vantage point the question presupposes. It reads as a summary of a situation rather than an assessment of it. This does not mean an IR answer should be one-sided or polemical; acknowledging the other party's legitimate concerns is analytically useful and often necessary to explain why a trade-off is genuinely difficult. But the acknowledgement must serve an assessment made from India's standpoint, rather than substituting for one.

Question 6

How should the ~250 words available for a 15-mark GS2 question be allocated across the four parts of the answer structure?

A workable default allocation, adjusted for the question's specific demand: roughly 30–40 words to frame the concept or state the constitutional position precisely with the provision named; roughly 140–160 words to the substantive body, which is where the arguments, evidence, cases, and specific examples live and where most marks are actually earned; roughly 20–30 words to the current dimension where a recent judgment, report or development is genuinely relevant; and roughly 35–45 words to a specific, anchored way forward. The proportions matter more than the exact counts: the body should always be the largest block by a clear margin, and the framing should never expand into a general essay on the topic's importance, which is the most common way candidates lose word budget before reaching the analysis. For a 10-mark, ~150-word answer, the same proportions compress — a single framing sentence, roughly 90–100 words of body, and a two-sentence conclusion — with the current dimension often dropped entirely, since at that length it competes directly with substantive analysis for space.

Question 7

A candidate's answer on judicial pendency is factually accurate, well-organised, and fully within the word limit, but scores modestly. What is the most likely diagnosis?

Accepted Answer

The most likely diagnosis is that the answer is accurate but generic — it could have been written by anyone with a general awareness of the topic and does not demonstrate specific preparation. Concretely, this usually shows up in three linked ways. First, the answer states the problem (large case backlogs, delays in disposal) without quantifying it with any specific figure or naming a source, when specific pendency data or a Law Commission report's finding would immediately distinguish it. Second, the causes are listed generically — insufficient judges, procedural delays — without naming the specific structural mechanisms such as the sanctioned-versus-working-strength gap in judicial appointments, the collegium's appointment timelines, or adjournment practice. Third, the recommendations are generic rather than anchored — 'increase the number of judges and use technology' rather than a named commission recommendation or an existing institutional mechanism. The corrective is not to write more, but to replace each generic element with its specific counterpart at the same length: the same sentence carrying a named figure, a named cause, or a named recommendation is worth substantially more than its generic version, at no additional word cost.

Question 8

How should you handle a GS2 question that asks you to take a position on a genuinely contested issue, such as the balance between judicial independence and accountability in judicial appointments?

Accepted Answer

Take a position, but earn it — the marks come from the reasoning that gets you there, not from which side you land on. The reliable approach is to state the genuine strength of each position on its own best terms before committing: judicial independence arguments rest on the constitutional necessity of insulating judges from executive influence, reinforced by the collegium system's origins in the Second and Third Judges cases; accountability arguments rest on the opacity of collegium deliberations and the absence of any external check on selection, concerns the National Judicial Appointments Commission legislation sought to address before it was struck down in 2015 as violating judicial independence as part of the basic structure. Having stated both fairly, commit to a reasoned position — most defensibly one that identifies which specific element of the tension is most tractable, such as procedural transparency in collegium deliberations, which advances accountability without transferring selection power to the executive. What loses marks is refusing to commit at all, presenting the two positions and concluding that a balance must be struck without saying what that balance would look like in practice — which is the constitutional equivalent of restating the question.
