Question 2

Accepted Answer

Zilla Panchayat, Taluk Panchayat and Gram Panchayat.

Question 3

Accepted Answer

He heads the district as collector and district magistrate, coordinating revenue, law and order, disaster relief and elections, with assistant commissioners at sub-division level and tahsildars at taluk level.

Question 4

Distinguish the 1983 Act from the 1993 Act.

Accepted Answer

The 1983 Act on Zilla Parishads, Taluk Panchayat Samitis, Mandal Panchayats and Nyaya Panchayats reflected the Ashok Mehta committee and made Karnataka an early mover. The 1993 Karnataka Panchayat Raj Act followed the 73rd Amendment and created the three-tier structure with reserved seats, a State Election Commission and a State Finance Commission.

Question 5

Evaluate Panchayati Raj in Karnataka.

Accepted Answer

Strengths: decisions nearer to people, reserved seats for women and for SCs and STs, regular elections and an early start in 1983. Weaknesses: funds, functions and functionaries have not always followed the law, officials often control budgets, and members' capacity is uneven. Reforms include devolving funds with functions, training members and strengthening gram sabhas.

Question 6

Why is Sakala described as turning a service into a legal right?

Accepted Answer

The Act lists services and fixes a time limit for each. The citizen receives an acknowledgement with a unique number, can appeal if the service is late or refused, and receives compensation for delay from the responsible officer. Because the deadline, appeal and penalty are in law, the service is no longer a favour but an enforceable guarantee.

Question 7

What does the Karnataka Lokayukta do and what is a limit?

Accepted Answer

It investigates corruption complaints against public servants under the 1984 Act. A limit is that it investigates but depends on the government for sanction and prosecution.

Question 8

Name the project that digitised land records in Karnataka.

Accepted Answer

The Bhoomi project.
