Question 2

Accepted Answer

The Gram Panchayat at village level, the Panchayat Samiti at block level and the Zila Parishad at district level, under the Rajasthan Panchayati Raj Act, 1994.

Question 3

Describe the pattern of electoral politics in Rajasthan since 1993.

Accepted Answer

The state has alternated between the BJP and the Congress at every election since 1993: BJP in 1993, Congress in 1998, BJP in 2003, Congress in 2008, BJP in 2013, Congress in 2018 and BJP in 2023. Coalitions have been rare and most governments have had single-party majorities, with smaller parties influential mainly in pockets.

Question 4

Write a note on the Rajasthan High Court.

Accepted Answer

The Rajasthan High Court was established in 1949 with its principal seat at Jodhpur and a bench at Jaipur. It has jurisdiction over the state, hears appeals from subordinate courts and exercises writ jurisdiction, and its judges are appointed through the collegium system.

Question 5

Describe the revenue administration from the Board of Revenue to the patwari.

Accepted Answer

The Board of Revenue at Ajmer is the highest revenue authority and court. Below it are Divisional Commissioners, District Collectors, Sub-Divisional Officers, Tehsildars and patwaris, who maintain village land records. Revenue courts hear disputes on land, and the Land Revenue Act, 1956 governs the system.

Question 6

What is the Rajasthan Guaranteed Delivery of Public Services Act, 2011?

Accepted Answer

It fixes time limits for delivery of notified public services, with designated officers, appeals and penalties for delay. It was launched in 2011 and now covers well over a hundred services in many departments. It aims to make service delivery time-bound and accountable.

Question 7

Discuss the role of the District Collector in Rajasthan. (~150 words)

Accepted Answer

The Collector is the principal representative of the state government in the district. As revenue head, the Collector supervises land records, revenue collection and disputes through the Sub-Divisional Officers and Tehsildars. As District Magistrate, the Collector maintains law and order with the police and issues preventive orders. As development coordinator, the Collector chairs district committees and oversees schemes such as MGNREGA and housing. In disasters the Collector leads relief and rehabilitation, and during elections acts as District Election Officer. The role faces heavy workload and political pressure, and reforms now stress specialisation and digital delivery. The Collector's central position makes the office pivotal for accountability.

Question 8

Assess governance reforms in Rajasthan aimed at transparency and service delivery. (~150 words)

Accepted Answer

Rajasthan has pioneered several measures: an early state RTI law in 2000, the Guaranteed Delivery of Public Services Act, 2011 with time limits and penalties, the Jan Soochna Portal for proactive disclosure, e-Mitra and Raj SSO for services, Jan Aadhaar for benefit transfer and the Right to Health Act, 2022, passed in 2023, as the first such law in India. The Public Examination Act, 2022 addresses paper leaks. These reforms improve access and accountability, but weaknesses remain: implementation gaps, uneven awareness, incomplete rules for some laws and digital exclusion. Independent monitoring, capacity building and citizen feedback are needed to turn legal guarantees into everyday outcomes.
