Economy of Telangana — Practice

Question 1

What is Rythu Bandhu, and when was it launched?

Accepted Answer

A direct, per-acre cash investment support scheme for farmers ahead of each cropping season, launched in 2018.

Question 2

What does TS-iPASS stand for?

Accepted Answer

Telangana State Industrial Project Approval and Self Certification System.

Question 3

What is the distinctive feature of TS-iPASS's clearance design?

Accepted Answer

A time-bound, single-window system requiring specified regulatory clearances to be granted within a fixed statutory timeframe, with deemed approval if the deadline passes without a response, shifting the default outcome of bureaucratic delay from rejection or indefinite pending status to approval.

Question 4

How does Rythu Bandhu's design differ from a subsidised-input scheme?

Accepted Answer

Rythu Bandhu transfers cash directly to farmers' own bank accounts ahead of the season rather than lowering the price of a specific government-distributed input; this leaves farmers free to decide how to allocate the support across whatever specific inputs they judge necessary for their own land and crop choice, prioritising farmer autonomy over a state-administered input-distribution system.

Question 5

Explain the specific engineering and economic rationale for using lift irrigation at Kaleshwaram rather than a conventional gravity-fed canal system.

Accepted Answer

Telangana's plateau terrain sits at an elevation generally higher than the Godavari's own natural flow path through much of the state, meaning gravity-fed canal irrigation from the river was not feasible across large agricultural areas the state wished to bring under irrigation. Kaleshwaram's lift-irrigation design specifically overcomes this terrain constraint by pumping water uphill through a sequence of pump stations and tunnels, delivering Godavari water to areas the river's own natural gradient could never reach through a conventional canal alone. Economically, this substantially expanded the state's irrigated agricultural area, converting land previously dependent on unreliable rainfall into more predictably irrigated cultivation, directly targeting the historical agricultural disadvantage this subject's earlier chapters trace to pre-2014 investment patterns concentrated on the Krishna-Godavari delta systems in coastal Andhra.

Question 6

Explain the landholding structure Telangana inherited from the Nizam era, and how post-independence land reform aimed to address it.

Accepted Answer

Telangana's agrarian structure under the Nizam era was shaped by large landholdings concentrated under deshmukhs and jagirdars, a concentration of land ownership the CPI-led Telangana peasant uprising specifically rebelled against. Post-independence land reform, implemented through tenancy and land-ceiling legislation applied across Andhra Pradesh after the 1956 merger, aimed at abolishing this concentrated landholding structure and redistributing surplus land to tenant cultivators. Implementation across the merged state was uneven, a specific, testable continuation of this subject's own regional-disparity theme into the economic sphere, since the same administrative and political dynamics producing uneven irrigation investment also shaped how consistently land reform was actually enforced across different districts.

Question 7

What is Genome Valley, and why is it significant to state explicitly that Telangana's IT and pharmaceutical strength substantially predates 2014?

Accepted Answer

Genome Valley is a dedicated life-sciences and biotechnology research and manufacturing cluster near Hyderabad. Stating explicitly that Hyderabad's IT and pharmaceutical sectors, including Genome Valley's own establishment, substantially predate 2014 bifurcation matters because it accurately credits post-2014 Telangana policy with consolidating and expanding this inherited base, rather than overstating the post-2014 government's role as having built these sectors from nothing, a precise, evaluative distinction examiners specifically reward over a generic celebratory account.

Question 8

What landholding groups did post-independence land-ceiling legislation specifically target in Telangana?

Accepted Answer

The concentrated landholdings of deshmukhs and jagirdars inherited from the Nizam era.
