The Idea of Telangana, 1948 to 1970 — Practice

Question 1

Over what dates did Operation Polo take place, and what was its outcome?

Accepted Answer

13 to 17 September 1948. It ended the Nizam's resistance and formally integrated Hyderabad State into the Indian Union.

Question 2

On what date was the Gentlemen's Agreement signed, and between whom?

Accepted Answer

20 February 1956, between Telangana and Andhra political leaders, shortly before the formal merger into Andhra Pradesh on 1 November 1956.

Question 3

State the four specific safeguards the Gentlemen's Agreement provided for Telangana.

Accepted Answer

Proportionate administrative expenditure between the two regions; Telangana's own surplus revenue to be spent only on Telangana's development; continuation of Mulki Rules for recruitment to Telangana posts; and a Regional Standing Committee for Telangana with a role in region-specific legislation and development planning.

Question 4

What were Mulki Rules, and what specific residency clock triggered the 1969 agitation?

Accepted Answer

Mulki Rules restricted government employment in the Telangana region to genuine, long-resident locals, protecting the region's administrative and educational base from being overwhelmed by migration after the 1956 merger. The 1969 agitation was triggered by the rule's own twelve-year residency qualification: Andhra-origin employees who had migrated into Telangana after 1956 were due to become eligible to be treated as local candidates themselves around 1968-69, a prospect seen as institutionalising the very displacement Mulki Rules were meant to prevent.

Question 5

Explain why the Gentlemen's Agreement's safeguards eroded despite being explicitly negotiated to protect Telangana, and why affected groups had no direct legal remedy for this erosion.

Accepted Answer

By the late 1960s, the specific commitments of proportionate expenditure, ring-fenced Telangana surplus and Mulki-protected local recruitment were widely perceived as not being honoured in practice: Telangana's surplus revenue was seen as being spent on Andhra-region and Hyderabad-capital development rather than ring-fenced for Telangana itself, and non-local officials were seen as displacing Telangana-origin candidates in violation of Mulki Rules. Because the Gentlemen's Agreement was explicitly framed as a political understanding rather than a legally binding, judicially enforceable instrument, affected groups had no direct judicial remedy for its breach; this structural weakness is precisely what made renewed political agitation, rather than litigation, the only available vehicle for pressing the grievance, directly explaining why the 1969 movement took the form of student unrest, employee strikes and a new political organisation (the Telangana Praja Samithi) rather than a court case.

Question 6

The 1969 Jai Telangana agitation was large in scale, involving student unrest, employee strikes and an organised political movement under the Telangana Praja Samithi. Explain why it did not achieve separate statehood, and how this connects to the paper's own subsequent 1971-1990 section.

Accepted Answer

The central government's political response was to negotiate a return to the status quo within the existing state rather than concede bifurcation, and the movement itself lost momentum through 1970-71 as its leadership, including Marri Chenna Reddy, was gradually absorbed into mainstream Congress party politics rather than sustaining an independent political organisation pressing for statehood. This co-option of the movement's own leadership is the specific mechanism by which the agitation's scale did not translate into its stated objective, and it directly sets up the paper's next section, since the same underlying grievances (Mulki erosion, unequal development) persisted and required the 1973 Six-Point Formula and Article 371D as a further, constitutionally entrenched attempt at the same underlying safeguard problem the 1956 Gentlemen's Agreement had already tried and failed to solve.

Question 7

What was the Telangana peasant uprising, when did it occur, and why is it analytically distinct from the later Telangana statehood movement?

Accepted Answer

A CPI-led armed peasant uprising, beginning around 1946 in the Nalgonda-Warangal belt against the exploitative vetti (forced labour) and landlord (deshmukh/jagirdar) system the Nizam's administration had allowed to persist, continuing through and beyond Hyderabad's integration into India until around 1951. It is analytically distinct from the later statehood movement because it was a class-based agrarian revolt against local landlordism, not a movement for or against a separate Telangana state or accession to India.

Question 8

What date did Andhra Pradesh formally come into existence through the merger of Telangana and Andhra State?

Accepted Answer

1 November 1956, under the States Reorganisation Act, 1956.

Question 9

How did the Razakars relate to the Telangana peasant uprising, and why should a candidate avoid conflating the two?

Accepted Answer

The Razakars were an irregular paramilitary force aligned with the Ittehad-ul-Muslimeen organisation, whose violence against the state's population made the Nizam's continued independence increasingly untenable; the peasant uprising was a separately rooted, CPI-led agrarian revolt against landlordism that ran parallel to, but was not caused by or dependent on, the Razakars' own activity. Conflating the two treats two distinct political actors and objectives, a communal paramilitary force and a class-based peasant movement, as a single undifferentiated phenomenon, losing the analytical distinction TGPSC's own syllabus structure (which separates integration from the social uprising) expects a candidate to maintain.
