Towards Formation of Telangana State, 1991 to 2014 — Practice

Question 1

Who founded the Telangana Rashtra Samithi, and in what year?

Accepted Answer

K. Chandrashekar Rao (KCR), in 2001, after resigning from the Telugu Desam Party.

Question 2

When was the Srikrishna Committee appointed, and when did it submit its report?

Accepted Answer

Appointed February 2010 under Justice B.N. Srikrishna; report submitted December 2010.

Question 3

Why did the Srikrishna Committee's report not itself resolve the Telangana dispute?

Accepted Answer

The report laid out multiple possible options, ranging from keeping the state united with additional safeguards, to bifurcation with Hyderabad as a Union Territory, to outright bifurcation with Hyderabad as Telangana's capital, rather than mandating a single course of action. Because it presented options rather than one binding recommendation, it became itself a subject of contested interpretation, with different political groups emphasising whichever option matched their own existing position, meaning its publication alone did not end the underlying political conflict.

Question 4

Distinguish the Million March from the Sakala Janula Samme, and state roughly when each occurred.

Accepted Answer

The Million March was a mass rally in Hyderabad; the Sakala Janula Samme (literally, strike of all the people) was a prolonged general strike involving government employees, students and broad sections of Telangana society through late 2011. Both were part of the sustained, multi-year mass mobilisation following the Srikrishna Committee's appointment, demonstrating a scale and duration exceeding even the 1969 agitation.

Question 5

The 1969 agitation was large in scale but failed to achieve statehood; the 2001-2014 mobilisation succeeded. Give the three structural differences that explain this outcome.

Accepted Answer

First, a dedicated political party, the TRS founded by KCR in 2001, sustained the statehood demand continuously through electoral politics, giving the demand institutional continuity a loosely organised agitation could not match, unlike 1969's leadership, which was individually absorbed into mainstream Congress politics once the movement lost momentum. Second, sustained, renewable mass mobilisation across multiple years, the Million March and the 2011 Sakala Janula Samme, gave the later movement a durability the 1969 agitation's comparatively shorter, leadership-dependent mobilisation lacked. Third, a formal central government mechanism, the Srikrishna Committee, kept the issue on the national political agenda through a recognised inquiry process in a way no comparable process existed in 1969, even though the Committee's own report did not itself mandate bifurcation. Together, these three differences, institutional continuity, sustained mobilisation, and formal national attention, explain why comparable or even greater popular pressure in 1969 did not translate into statehood, while the 2001-2014 mobilisation eventually did.

Question 6

State the Andhra Pradesh Reorganisation Act's presidential assent date and its appointed day, explaining the difference.

Accepted Answer

Presidential assent was received on 1 March 2014; the appointed day, when both Telangana and the residuary Andhra Pradesh actually came into existence as separate states, was 2 June 2014. The distinction matters because assent is when Parliament's enacted law formally becomes binding, while the appointed day is the specific, separately notified date the law's own bifurcation provisions actually took effect.

Question 7

What arrangement did the Andhra Pradesh Reorganisation Act make for Hyderabad as a capital, and for how long?

Accepted Answer

The Act provided for Hyderabad to serve as the common capital of both Telangana and Andhra Pradesh for a period not exceeding ten years from the appointed day, after which it would become Telangana's exclusive capital, with Andhra Pradesh required to develop its own new capital within this transitional window.

Question 8

How many districts did Telangana initially comprise on its formation in 2014?

Accepted Answer

Ten districts, later reorganised into thirty-three districts by 2019.
