'Critically examine' explicitly requires weighing strengths against limitations or weaknesses — a body that only describes the issue, without an explicit for/against or strengths/limitations structure, under-delivers on the instruction even if the content itself is accurate. The practical difference: for 'discuss,' the body can be organised by viewpoint; for 'critically examine,' the body should be organised so the examiner can see an explicit weighing taking place, typically ending in a reasoned judgment in the conclusion.

A student's answer to a 15-mark GS4 question is a single unbroken 250-word paragraph with no visible structure, though the content itself is accurate. Identify two specific changes you would recommend, and explain why each helps.

First, break the single paragraph into 3–4 shorter paragraphs or bullet points, each covering one distinct dimension of the answer (for example, one stakeholder group, one ethical lens, or one argument for/against) — this lets an examiner locate and credit each distinct point quickly, rather than having to extract them from a dense block of text, which risks a point being missed even if it's present. Second, make sure the introduction and conclusion are visually and functionally distinct from the body — a defining opening sentence and a synthesising closing sentence, set apart from the middle content — since a paper marked at speed rewards an examiner being able to immediately locate where the definition ends, the analysis happens, and the synthesis lands.

Distinguish 'impartiality' from 'objectivity,' precisely enough that the distinction could anchor a GS4 answer.

Impartiality is about not favouring any particular party or interest when making a decision that affects multiple parties — it's relational, concerned with fairness between people. A decision can be impartial (treating all parties equally) while still being based on an objectively wrong assessment of the facts, and vice versa — a civil servant could objectively assess a situation correctly but then favour one party anyway, which would be objective but not impartial. GS4 answers that use these two terms interchangeably signal imprecise thinking to an examiner trained to notice the distinction.

The rewrite works because it actually defines the term the question is about, distinguishes it from a near-neighbour concept (legality), and signals the specific direction the rest of the answer will take — none of which the original generic opening does.

Question 6

Explain why a conclusion that restates the introduction in different words is a weaker choice than a forward-looking synthesis, even when both are factually accurate.

Accepted Answer

A restated introduction adds no new information for the examiner — it uses word budget without contributing a fresh point, effectively wasting roughly a fifth of the answer's length on repetition. A forward-looking synthesis, by contrast, does two things a restatement cannot: it demonstrates that the candidate can move from analysis to implication (a distinct, higher-order skill from description), and it gives the examiner one final, memorable point to credit, often the one that most directly answers 'so what should actually happen' — which is frequently closer to what the question is really asking than the definitional opening was.

Explain why citing 'as seen in many recent scandals' is a weaker example in a GS4 answer than citing 'as recommended by the Second ARC's report on ethics in governance,' even though both gesture at real-world relevance.

Accepted Answer

An unnamed reference to 'many recent scandals' cannot be verified by the examiner, doesn't specify which scandal or what exactly happened, and reads as a placeholder gesture toward relevance rather than actual evidence — it signals that the candidate knows examples exist without demonstrating specific knowledge of one. A named reference like the Second Administrative Reforms Commission's report on ethics in governance is checkable, specific, and demonstrates that the candidate has engaged with the actual institutional literature on the topic, which is precisely the kind of grounded knowledge GS4 rewards over generic gesturing.

Question 8

For a 15-mark question asking you to discuss the ethical challenges of e-governance, propose three genuinely distinct dimensions you could use to structure the body, rather than one continuous discussion.

Accepted Answer

One workable three-way split: (1) access and equity — the risk that digitising services disadvantages citizens without digital literacy or connectivity, an ethical concern about fairness of access, not just a technical rollout issue; (2) data privacy and surveillance — the tension between the efficiency gains of centralised citizen data and the ethical obligation to protect that data from misuse, overreach, or breach; (3) accountability and transparency — whether e-governance genuinely increases citizen oversight of government (as intended) or instead creates new opacity through algorithmic or automated decisions citizens can't meaningfully question. Structuring the body this way — three clearly separated ethical tensions rather than a single narrative — lets an examiner credit each dimension independently, and demonstrates a breadth of analysis a single continuous discussion would not.
