Question 1

Convert these five topic labels into claims that commit the paragraph to something: (i) 'Another dimension is the economic one.' (ii) 'There are also social impacts.' (iii) 'The role of technology is important here.' (iv) 'Governance is a key factor.' (v) 'We must also consider the environmental angle.'

Accepted Answer

(i) 'The economic case is the one most often assumed and least often made, and when it is made it points the other way.' (ii) 'The social consequence arrived later than the economic one and has proved harder to reverse, because it operated on expectations rather than on incomes.' (iii) 'Technology did not create this problem, but it lowered the cost of the behaviour that produces it to nearly zero, and a cost that falls to zero changes the scale of everything downstream.' (iv) 'The failure was administrative rather than legislative: the powers required already existed and the authority to use them was never located in anyone in particular.' (v) 'The environmental cost is the one the accounting was designed not to see, since it falls outside the boundary of the entity that generates it.'

The general move: every label answers 'what is this paragraph about?', and every claim answers 'what is this paragraph asserting?' Only the second gives the next paragraph something to follow from.

Question 2

A candidate's essay is 1,150 words: a 310-word introduction, four body paragraphs of about 190 words each, and an 80-word conclusion. Diagnose what has gone wrong and what the score consequence is.

Accepted Answer

Three separate faults, and they compound.

The 310-word introduction has taken roughly 180 words from the body. Introductions of that length are almost always doing the body's work — arguing rather than framing — which means the essay begins making its case before it has declared a line, and the declaration, when it comes, reads as a summary of what was already said.

Four body paragraphs at 190 words means each contains two ideas. The second idea in each is buried where the opening sentence did not promise it, so an examiner scanning openings sees four points where the candidate wrote eight. Half the essay's thinking is invisible.

The 80-word conclusion is the tell of a candidate who mismanaged the clock. It will almost certainly summarise, because there is not room to do anything else, and it wastes the position where judgment is most visible.

The score consequence is not proportional to the word count — it is disproportionate, because structure is an explicit evaluation criterion and this essay reads as four broad points rather than an argument in eight steps. The repair is mechanical: cut the introduction to 140, split each body paragraph at its hinge to give seven or eight paragraphs of about 110 words, and reclaim 130 words for a proper close.

Question 3

Write two different openings — a 'scene' opening and a 'paradox' opening — for the topic 'Water is the new oil'.

Accepted Answer

Scene opening. 'At four in the morning in a colony on the edge of a large Indian city, a queue forms at a standpipe that will run for ninety minutes. Two kilometres away, in an apartment block with a borewell and a tanker contract, no one knows what time the municipal supply arrives, because no one has ever needed to. The same aquifer serves both.'

Paradox opening. 'Oil is scarce, priced and traded; water is abundant, unpriced and local — which is precisely why water is the harder problem. A commodity with a price generates its own signals about scarcity, and produces substitution, efficiency and new supply in response. Water, extracted from a common aquifer at the cost of the electricity used to pump it, generates no such signal until the aquifer is gone, and by then the response has nothing left to work with.'

Both do the arresting job, and both set up different essays: the scene opening leads toward distribution and who bears scarcity; the paradox opening leads toward pricing, commons and the failure of signals. Choosing the opening is therefore also choosing the essay.

Question 4

Write a single body paragraph, roughly 120 words, using the claim–substantiate–evidence–turn shape, for an essay arguing that decentralisation has been more successful in form than in function.

Accepted Answer

'Devolution has been achieved in structure and withheld in substance, and the gap is deliberate rather than accidental. A local body acquires real authority only when three things are transferred together — functions, funds and functionaries — and the three are separable, so a state can transfer the first, retain control of the second and third, and satisfy every formal requirement while conceding nothing that matters. That is broadly what happened: elected local governments now exist everywhere, hold regular elections and have reserved representation, yet the great majority of their expenditure is tied to schemes designed elsewhere, and the officials who implement it answer upward rather than to the council. The result is a tier that is politically legitimate and administratively hollow — which explains why greater devolution keeps being announced and keeps not arriving.'

Structure check: claim in sentence one, mechanism in sentence two (the separability of the three Fs), evidence in sentence three, and a turn in the last sentence that obliges the next paragraph to explain the incentive behind the withholding.

Question 5

A candidate joins their paragraphs with: 'Moreover...', 'In addition...', 'Furthermore...', 'Also...', 'Besides this...'. Explain precisely what this reveals and how to repair it without simply substituting different words.

Accepted Answer

What it reveals: every connector is additive, which means no paragraph stands in any relation to its predecessor except sequence. The paragraphs could be reordered at random without damaging the essay, and an essay whose parts can be shuffled has no argument — only coverage. Balance, structure and logical progression are all explicit evaluation criteria, and all three are failing simultaneously.

Why substitution does not repair it: replacing 'moreover' with 'consequently' when the second paragraph does not actually follow from the first produces a false claim about the relationship, which is worse than an honest additive connector. The connector is a symptom; the ordering is the disease.

The repair works on the plan, not the prose. Return to the paragraph claims and ask, for each adjacent pair, what the true relation is. Typically three things emerge. Some pairs are genuinely causal and were merely written as additive — those get 'therefore' or, better, a last sentence in the first paragraph that creates the expectation. Some pairs are in tension and the candidate suppressed it to avoid appearing inconsistent — those become the essay's best joins, taking 'but' or 'the objection is that'. And some pairs are genuinely unrelated, which means one of them does not belong in this essay and should be cut, freeing 120 words for a paragraph that does work.

The finished essay should contain at most one additive connector, and the best joins usually carry no connector word at all.

Question 6

Apply the first-sentences diagnostic to this set of openings and state the verdict: (1) 'Migration has always been part of human history.' (2) 'People migrate for economic reasons.' (3) 'Migration also has social consequences.' (4) 'Cities face pressure from migration.' (5) 'Government policies address migration.' (6) 'In conclusion, migration is a complex issue.' Then rewrite the sequence for an essay arguing that the costs of internal migration are borne where migrants arrive while the benefits accrue where they came from.

Accepted Answer

Verdict: a contents page. Every opening is a category, none is a claim, and the order is arbitrary — (4) could precede (2) with no loss. Sentence (6) confirms the diagnosis: an essay that ends by calling its subject complex has not reached a position, because it never took one. This is coverage without judgment, and it is the most common way a knowledgeable candidate scores in the low hundreds.

Rewritten for the stated argument:

(1) 'A migrant worker is counted in one place, taxed in a second, and provided for in neither — and the mismatch is not an oversight but a design feature of how Indian welfare is delivered.'
(2) 'The economic logic is sound and should be stated first: people move because the return to their labour is higher elsewhere, and that movement raises national output as well as their own income.'
(3) 'But the accounting of who gains is separated from the accounting of who pays, because remittances flow to the place of origin while the demand for housing, water, schooling and healthcare arises at the destination.'
(4) 'Destination cities therefore face a fiscal problem they did not create and cannot solve, since their own revenue base grows more slowly than the population they must service, and the intergovernmental transfers they receive are calculated on a census that lags the movement by years.'
(5) 'The objection is that migrants also generate the economic activity that funds these cities, and that treating them as a cost is both unjust and empirically wrong.'
(6) 'That objection is correct about the aggregate and wrong about the incidence: the activity accrues largely to private employers and landlords, while the servicing obligation falls on a municipal budget with no claim on it.'
(7) 'What follows is a portability question rather than a migration question — whether an entitlement travels with the person or stays attached to a place, which is a choice about administrative design and not about the desirability of movement.'
(8) Conclusion, drawing the boundary and returning to the counted-taxed-provided formulation.

Read alone, those openings now make the argument by themselves — which is the test.

Question 7

An essay arguing for stronger environmental regulation places all its counter-arguments in one paragraph before the conclusion: 'However, there are certain challenges. Industry argues compliance is costly. There are also concerns about employment. Additionally, small enterprises may be disproportionately affected.' Rewrite this so the objections are placed and answered properly.

Accepted Answer

The block fails on three counts: the objections are compressed into one sentence each so none is stated at strength; they are separated from the claims that provoke them, so the reader has already moved on; and 'however, there are certain challenges' is the concessive formula that signals a checklist being cleared.

The repair distributes them. The employment objection belongs immediately after the paragraph asserting that stringent standards are affordable, because that is where the reader forms it. Written at strength: 'The objection here is not the one usually attributed to industry. It is that the burden of a uniform standard is not uniform: a large firm amortises a compliance investment across high volume and treats it as a fixed cost, while a small unit faces the same absolute outlay against a fraction of the revenue, so an identical rule is a mild constraint on one and an exit decision for the other. Where the small units are labour-intensive and the large ones are not, a regulation defended as environmental turns out to have an employment consequence that its advocates did not intend and rarely measure.'

The answer then absorbs rather than dismisses: 'This is correct, and it is an argument about the design of the instrument rather than about whether to regulate. A standard that is uniform in stringency need not be uniform in the path to compliance — phased timelines by unit size, shared treatment infrastructure for clusters, and capital support tied to verified installation all preserve the environmental objective while removing the asymmetry. What the objection genuinely rules out is the crude instrument, and the fact that crude instruments are administratively convenient is the reason they persist.'

The compliance-cost objection, being a different claim, sits earlier — after the paragraph on what the standard actually requires — and the essay is stronger for the objections being three separate engagements rather than one dutiful block.

Question 8

Write three different conclusions — return-to-image, reframe-the-question, and draw-the-boundary — for an essay on 'Artificial intelligence and the future of work'. Assume the essay argued that displacement is real but that its distribution is the policy question.

Accepted Answer

Return to image (assuming the essay opened on a specific worker at a specific desk). 'The clerk whose morning we began with will not be replaced by a machine that does her job. She will be replaced by a colleague using a system that does four-fifths of it, which is a slower and less visible process and therefore a harder one to plan around. That is the shape of this transition: not an event that can be dated and responded to, but an erosion that will be complete before it is agreed to have begun. Institutions built to respond to events will not see it.'

Reframe the question. 'Asking whether artificial intelligence will destroy jobs sets a question that cannot be answered in advance and would not change any decision if it could. The answerable question is who bears the cost of the transition, and it has a two-century record: borne by those displaced, individually, while the gains accrued broadly and slowly. That distribution was never inevitable. It was the default that follows from having no mechanism, and a default is a choice that has not been recognised as one.'

Draw the boundary. 'The optimistic case holds where new tasks emerge in the same places, at a comparable skill level, within a working life — which is roughly what happened in the transitions economists usually cite. It does not hold where displacement is faster than retraining, where the new work is geographically distant from the old, or where the displaced are past the age at which retraining has a return. The disagreement between the optimists and the pessimists is largely an argument about which of these conditions holds, conducted without either side stating them. Stating them is most of the way to knowing what to do.'

All three are forward-looking, none summarises, none introduces a new argument, and each ends in the writer's own voice.

Question 9

Demonstrate the three ways of answering an objection — bounding, reframing and absorbing — on the same objection: 'Reservation in higher education lowers institutional quality.'

Accepted Answer

First, state the objection at strength, since all three answers depend on it: 'The claim is that admitting students at lower entry scores reduces the average preparedness of a cohort, that teaching must then be pitched to a wider spread of preparation, and that both institutional output and the signalling value of the qualification fall as a result — with the further consequence that the intended beneficiaries are placed in environments where they struggle, which serves nobody.'

Bounding. 'The claim holds where entry score is a good predictor of eventual performance and where the institution does nothing to close the preparation gap. Both conditions are testable and both frequently fail. Entry scores measure prior educational opportunity as much as capacity, so their predictive power is weakest precisely for the candidates in question; and where bridge programmes and supplementary instruction exist, the gap in outcomes narrows sharply over the course of a degree. The objection is therefore an argument about institutions that admit and then do nothing, which is a real category and not the whole one.'

Reframing. 'The objection measures institutional quality by the average preparedness of the intake, which is a measure of selection rather than of education. On that metric an institution improves by admitting students who needed it least. The measure that corresponds to what a university is for is the distance travelled — what a graduate can do relative to what they could do on arrival — and on that measure the same policy that lowers the first number raises the second. The disagreement is not about facts; it is about which number counts as quality.'

Absorbing. 'The concern about placing students in environments where they struggle is legitimate and should not be waved away, because the cost of that experience falls on individuals and is not hypothetical. But its being true changes what an institution owes rather than whom it should admit. If a cohort arrives with a wider spread of preparation, the institution has acquired an obligation to teach that spread — through diagnostic assessment at entry, structured academic support, and attention to the social environment that determines whether a student asks for help. An institution that admits under a mandate and then declines the obligation has produced the outcome the objection describes, and has done so by its own choice.'

Absorbing is the strongest of the three here because it grants the objection its full force and converts it into a specification, which is what makes a conclusion feel earned rather than argued for.

Question 10

Produce a complete paragraph-opening skeleton — eight claims, in order, with the connector between each — for the Section A topic 'The empires of the future will be the empires of the mind.'

Accepted Answer

(1) 'When the phrase was spoken, in 1943, an empire still meant territory, and the claim that the future belonged to something else was a prediction that would have sounded either visionary or evasive to its audience.'

*Therefore* (2) 'Judged eighty years on, the prediction has been vindicated in a narrower and stranger sense than it appears to promise: territory has indeed declined as the currency of power, and what replaced it is not the education of populations but the ownership of the means by which knowledge is produced and distributed.'

*Because of this* (3) 'The assets that now confer the influence empires once took by conquest are legally intangible and geographically concentrated — patent portfolios, standards embedded in equipment, control of the platforms through which most of the world reads and transacts, and the models trained on the accumulated output of everyone.'

*Which is why* (4) 'Dominion of this kind is administered differently from territorial rule and is correspondingly harder to resist: it is exercised through licensing, interoperability and default settings rather than through garrisons, and it produces no occupying force for a subject population to object to.'

*But* (5) 'The optimistic reading of the phrase — that intellect is available to anyone and therefore democratises power — deserves its strongest statement, because it has a real record: countries with no natural endowment and no colonial inheritance have built prosperity on education and technical capability within a single generation.'

*Even so* (6) 'Those cases are instructive precisely because of what they required — sustained public investment over decades, an industrial policy that absorbed the graduates produced, and protection from having their nascent capabilities bought out or standardised away — none of which follows automatically from the availability of knowledge.'

*Which returns the question to* (7) 'India's position under this reading is therefore neither the hopeful one nor the fatalistic one: a large stock of technical talent has been produced and substantially exported, research spending has remained below the level at which frontier capability is built, and the question is not whether minds exist but whether the institutions that convert minds into capability do.'

*What follows is* (8) 'The prediction, then, was right about the substance of power and silent about its distribution — and it is the silence that matters, because an empire of the mind is still an empire, and nothing about its being intangible makes it more widely shared than the ones it replaced.'

Structural notes: the connectors are causal, adversative, concessive and consequential, with no additive among them; the objection at (5) is stated at its strongest and answered at (6) by bounding rather than dismissal; the essay reaches a definite position by (8) without having pretended the opposite case was weak.

Question 11

Rewrite this passage to essay standard: 'It is very important to note that corruption is an extremely serious issue which has a highly negative impact on various stakeholders. Many studies have shown that it significantly affects development. Moreover, it is also a fact that it reduces trust. Therefore, we must all work together to eradicate this menace from our society.'

Accepted Answer

The faults: four intensifiers doing no work ('very important', 'extremely serious', 'highly negative', 'significantly'); 'various stakeholders', which names nobody; 'many studies have shown', which is evidence-shaped and evidentially empty; an additive 'moreover' joining two assertions with no relation; a 'therefore' that follows from nothing; and a closing exhortation that substitutes sentiment for argument. Roughly sixty words, and no claim is made that could be disputed — which means none was worth making.

Rewrite: 'Corruption's ordinary cost is a transfer of money, and that is the part most easily discussed and least consequential. Its durable cost is informational. When a permit, a posting or a police report can be purchased, every subsequent interaction with the state is conducted on the assumption that it can be — including by people who have never paid and never will, and who now behave as though the formal route is a waste of time. A contractor prices in the payment before bidding. A citizen with a legitimate claim brings an intermediary. Neither has been extorted, and both have been changed. This is why anti-corruption measures aimed only at recovery fail to alter behaviour: they address the transfer, which is retrievable, and not the expectation, which is not.'

What changed: intensifiers removed, the actors named specifically, an unsupported appeal to studies replaced by a stated mechanism, the additive join replaced by a genuine development of the idea, and the exhortation replaced by a claim about why a class of policy fails — which is a position an examiner can assess.

Question 12

The following paragraph would score well in GS Paper II and poorly in an essay. Identify why, and rewrite it for the essay.

Accepted Answer

The paragraph in question is the standard governance-answer construction: a scheme named, its salient features listed, two committee recommendations attached, a challenge noted, and a way-forward line appended. Assume that shape.

Why it fails in an essay. It is organised by source rather than by argument, so it accumulates authority instead of reasoning. Its claims are attributed rather than made — the candidate never says anything the essay is responsible for. It has no turn, so nothing follows from it. And its register carries the tell of the transplant: named committees stacked for credibility and a way-forward reflex that no essay topic asked for.

The rewrite for an essay takes the same material and reorganises it around a claim the writer owns. Suppose the subject is transparency legislation: 'Transparency law works by a mechanism that is easy to state and easy to lose: it converts information from something an official may release into something a citizen may demand, and the whole effect follows from where the burden of justification sits. That reversal explains both the law's early force and the shape of the resistance to it, which has never taken the form of repeal. What erodes a right to information is not amendment but friction — a fee, a delay, an exemption interpreted broadly, an appellate body left without members. Each is individually defensible and collectively decisive, because a right whose exercise costs more than the information is worth has been withdrawn without being repealed.'

The committee findings and the scheme detail can still appear — but as evidence inside a paragraph making a claim, not as the paragraph's organising principle. The rule of thumb: in a GS answer the authority carries the point; in an essay the point carries the authority.

Question 13

Design a complete essay architecture — introduction device, eight paragraph claims with connectors, and conclusion type — for 'Forests precede civilisations and deserts follow them.'

Accepted Answer

Introduction device: the historical moment, complicated. Open on a specific archaeological case — the salinised fields of southern Mesopotamia, where cuneiform records show a documented shift from wheat to barley as soils grew saltier, and cereal yields declining over centuries. Interpret: the aphorism is usually read as a moral claim about greed, but it is better read as a claim about a **sequence** — that forest supplies the conditions for settled agriculture, that settled agriculture supplies surplus, and that surplus is spent partly on consuming the conditions. Declare the line: the sequence is a default rather than a law, and what breaks it is identifiable.

(1) 'The aphorism describes a mechanism rather than a moral failing, and the mechanism is worth stating precisely before it is judged.'

*Because of this* (2) 'Forest is not primarily a stock of timber but a regulator — of infiltration and groundwater recharge, of soil retention on slope, of local rainfall through transpiration, and of temperature — which is why its removal registers first as an agricultural problem and only later as an ecological one.'

*Therefore* (3) 'The historical record supports the sequence across civilisations that had nothing else in common: Mesopotamian salinisation, Mediterranean deforestation and the soil loss that followed it, and the same pattern in more recent colonial extraction, where forests were reclassified as revenue assets and cleared under law.'

*But the mechanism is not fate, and* (4) 'the counter-record is equally documented: several densely populated countries reversed forest loss during their wealthiest and most industrial decades, and the reversal correlates less with income than with whether rights to the resource were secure and whether its degradation was priced.'

*Even so* (5) 'The optimistic reading has a boundary that is usually ignored — much of the recovered forest cover is plantation rather than restored ecosystem, and some of it was achieved by importing the timber and the land-intensive commodities elsewhere, which relocates the desert rather than preventing it.'

*Which is why* (6) 'The Indian version of the problem is less about aggregate cover than about the composition and control of it: the question of who holds the rights, whether forest-dwelling communities are treated as stewards with recognised claims or as encroachers to be regulated, determines whether protection is enforced by people with an interest in it or against them.'

*And the same logic explains why* (7) 'the second desert — the invisible one — is groundwater, where the identical structure operates: a common-pool resource, free at the margin to whoever can reach it, with depletion that is unobservable until it is irreversible.'

*What follows is* (8) 'The pattern therefore depends on a single variable that recurs in every case: whether the cost of depletion is borne by the party causing it, in the period in which the decision is taken.'

Conclusion type: draw the boundary and return to the image. State that civilisations do not consume their base because they are civilisations, but because the accounting they use does not include it; return to the Mesopotamian scribes recording barley yields, who documented the decline with great accuracy over generations and lacked no information whatever — only a reason for anyone alive to act on it. End on that: the aphorism is not about ignorance.

Question 14

A candidate underlines roughly ten phrases per page, uses two ink colours, boxes their conclusion, and includes a small flow diagram. Assess each choice.

Accepted Answer

Underlining ten phrases per page: counter-productive. Emphasis is relative, so emphasising continuously emphasises nothing, and the page acquires a cluttered look that reads as anxiety. Two or three underlined phrases across the whole essay direct the eye to genuine pivots; beyond that the device is spent.

Two ink colours: avoid. Instructions generally restrict candidates to blue or black, so the risk is not aesthetic but procedural, and the upside is nil.

Boxing the conclusion: avoid. It is a General Studies presentation habit, and importing it announces that the candidate is writing a GS answer with a larger word count — precisely the impression that costs marks in this paper. A conclusion earns attention by being the last thing read and by being good.

The flow diagram: avoid. Diagrams substitute a spatial representation for connected prose, and connected prose is the specific capability the essay paper exists to assess. In GS a diagram compresses; here it concedes.

What actually helps costs nothing: legible handwriting, a clearly visible blank line between paragraphs so the structure is apparent before a word is read, and errors struck through with one clean line rather than scribbled out.

Question 15

Seventy minutes into your second essay you have written five paragraphs of a planned eight, and twenty minutes remain. What do you do, and what do you not do?

Accepted Answer

The decision rests on one judgment: a complete essay of seven paragraphs scores considerably better than an excellent essay of five paragraphs and a stub, because structure is an explicit criterion and an unconcluded essay fails it visibly. So the objective is a genuine ending, not maximum coverage.

What to do. Reserve six minutes for the conclusion immediately — decide now which of the remaining three paragraphs are load-bearing, and accept that one will be dropped. Drop the one that is additive rather than consequential; there is almost always one paragraph whose only connector was 'also', and it is the cheapest thing in the essay. Compress the remaining two: each becomes claim plus its single strongest piece of evidence plus the turn, at around eighty words, sacrificing the substantiation step, which is the least visible of the four. Then write the conclusion at full length. A short conclusion is a worse loss than a compressed body paragraph, because it occupies the position where the examiner forms their final impression.

What not to do. Do not abandon the counter-argument to save time — an essay that loses its balance loses more than an essay that loses a supporting point. Do not write 'due to lack of time' or leave a note to the examiner; it converts a shortfall into an admission. Do not switch to bullets or a list to cover the remaining ground quickly, which trades a structural weakness for a register failure and is scored worse. And do not stop mid-argument on the assumption that the material already written speaks for itself — the essay is evaluated as a whole, and an unfinished whole is what gets evaluated.

The preventive lesson, worth recording after the exam: the overrun almost always originates in an introduction written long, so cap it at 150 words and check the clock at the end of paragraph four, which is the last point at which the plan can still be adjusted cheaply.
