A permanent service insulated from all political direction would be accountable to no one.

The tension is real because the same institutional features produce both effects: tenure protection that enables principled refusal also enables unaccountable resistance, and responsiveness to ministerial direction that enables democratic implementation also enables partisan misuse.

There are reasons the system developed this way, and they should be acknowledged rather than dismissed. Procedural compliance is objectively verifiable, whereas outcomes depend on factors outside any single official's control — weather, market conditions, the actions of other agencies. Holding officials accountable for outcomes they cannot fully determine risks arbitrariness and encourages target manipulation. Procedural rules also protect against favouritism in ways outcome measures do not.

The cost, however, is that the system rewards process compliance over results, which is precisely the incentive misalignment that produces schemes reporting full expenditure and complete physical targets alongside unchanged ground realities.

A genuine shift would require four things simultaneously. Outcome indicators would need to be defined at scheme design rather than retrofitted. Measurement would need to be independent of the implementing agency, since self-reported outcome data reproduces the target-manipulation problem. Attribution would need to be realistic, assessing officials against factors within their control rather than aggregate outcomes. And performance audit would need to carry consequences, which returns to the audit-to-action gap examined in the constitutional bodies subject.
