**What the Enlightenment was**: an eighteenth-century movement holding that **human reason, applied systematically, could understand the natural and social world and improve the human condition**, and that inherited authority — of church, tradition and monarchy — had to **justify itself before reason** rather than be accepted on its own account.

**The correction to make first**: it was not an attack on religion as such. Many of its central figures were believers, and its target was **authority accepted without justification**, of which clerical authority in public affairs was one instance among several.

**Its characteristic positions**: confidence in **reason and empirical inquiry** on the model of the scientific revolution; **religious toleration**; **natural rights** possessed by individuals prior to and independent of government; **government by consent**, with authority derived from a compact rather than from divine appointment; the possibility of **progress**; and the judgement of laws and institutions by their **utility to human welfare** rather than by their antiquity.

**Kant's formulation** is the one to carry, because it defines the movement in a sentence: enlightenment is humanity's emergence from a **self-incurred immaturity** — the inability to use one's own understanding without another's guidance — self-incurred when the cause is not lack of understanding but lack of the resolution to use it, with the injunction to **dare to know** as its motto. What makes this definitive is that it locates the obstacle in **habits of deference** rather than in ignorance, which is exactly what the movement attacked.

**Rousseau's contribution**, which is distinct and partly critical of the mainstream. His claim that **civilisation had corrupted rather than improved** natural humanity separates him from his contemporaries' confident progressivism. **Why it matters and why it is dangerous**: it grounds sovereignty in the **people** rather than in a ruler, which is the foundation of modern democratic legitimacy; and its distinction between the general will and the mere sum of individual preferences permits the claim that people can be **compelled to be free**, which is the reading later revolutionary regimes exploited.

**The spread to the colonies**: through education, print and the movement of people; and their adoption by colonial intelligentsias, who applied the doctrines of natural rights, government by consent and self-determination **to the colonial relationship itself**. This is the mechanism by which European political ideas became the **vocabulary of anti-colonial nationalism**, and it is why colonial nationalists so often argued in the coloniser's own terms.

**The context**: the social consequences of early industrialisation — long hours, child labour, urban squalor, insecurity of employment, and the visible coexistence of **unprecedented productive capacity with unprecedented poverty**. That coexistence is what made the existing arrangement appear as a problem requiring explanation rather than as a natural condition.

**The early socialists**, conventionally called utopian. Their proposals were **planned communities** organised on cooperative principles, to be established by **persuasion and example** rather than by class conflict — model factory communities demonstrating that decent conditions were compatible with profit, cooperative associations of producers, and schemes for the rational reorganisation of production by those with the relevant knowledge.

*Their contribution*: the demonstration that the existing arrangement of production was a **choice rather than a natural order**; detailed critiques of competition, of the condition of labour, and of the waste involved in unplanned production; and the practical experiments themselves.

*Their limitation, in their critics' terms*: no account of **how the transition would occur** or of what force would bring it about, since persuading the propertied to surrender their advantages is not a mechanism. Supplying that is precisely what the later theory claimed to do.

**Marx's theory**, given as its component claims because that is how it is examined.

**Historical materialism**: the **mode of production** — the forces of production together with the relations of production — is the basis on which legal, political and ideological structures rest, and changes in the first produce changes in the second. History proceeds through a succession of modes of production, each superseded when its relations of production become a fetter on its forces.

**Class struggle**: the history of hitherto existing society is the history of class struggle, and classes are defined by their **relation to the means of production** rather than by income or status.

**Surplus value**: under capitalism the worker sells **labour power** at its value and produces more value than that, and the difference is appropriated by the owner of the means of production. **This is the theory's analytical core**, because it locates exploitation in **production rather than in exchange** — the transaction is a fair exchange at market prices, and the exploitation occurs afterwards, which is why the system can be exploitative without anyone cheating.

**The contradictions of capitalism**: tendencies to concentration, to crises of overproduction, and to the immiseration of the working class, which will produce the conditions of the system's own supersession.

**Revolution and transition**: the proletariat as the class whose emancipation entails the emancipation of society; the seizure of political power; and a transitional state preceding a classless society.

**The spread of Marxian socialism.**

The **International working men's associations**, providing organisational contact across countries and a forum in which competing tendencies contested.

**The American Revolution.**

*The causes*: taxation of the colonies without their representation in the parliament imposing it, following the costs of imperial war; restrictions on colonial trade and on westward settlement; and the colonists' claim to the **rights of Englishmen**. That last point is crucial and frequently missed: the revolution **began as a claim to existing rights** rather than as a demand for new ones, and became a claim to independence only when the first was refused.

*Its ideas*: natural rights; government by consent; and the **right of revolution** against a government that violates its trust — the declaration of independence being the classic statement.

*The constitution*: a **federal** structure dividing powers between union and states; **separation of powers** with checks and balances; a **written constitution** as fundamental law amendable only by special procedure; and a **bill of rights** as enumerated limits on government. **Its significance**: the first modern written constitution, whose devices — federalism, judicial review, entrenched rights — were subsequently adopted very widely, including in India.

*Its limits, which must be stated*: the settlement left **slavery intact** and excluded women and the unpropertied from the political nation, so its universal language and its actual provisions diverged from the outset — a divergence that produced the civil war eighty years later.

**The American Civil War and the abolition of slavery.**

*The conflict*: between a **slave-based plantation economy** exporting cotton and an industrialising free-labour society, with divergent interests on tariffs, internal improvements and western settlement.

*The immediate political question*: the **extension of slavery to new territories**, which mattered because it determined the balance in the senate and therefore the long-run political future of the institution. The war came not over abolition where slavery existed but over whether it could expand.

*The course*: secession following the election of a president committed to containing slavery's extension; the war; the **Emancipation Proclamation**, issued as a war measure applying to the rebelling states and therefore not to slaveholding states within the union; and the constitutional abolition that followed the war.

That is the explanation usually given for its avoidance of revolution in 1848 — the reform of 1832 had bought the middle class, and the working class alone could not carry a rising.

Examine the causes of the French Revolution and the historiographical debate about it.

**The causes, given by type** rather than in narrative sequence.

**Fiscal**: a state in severe financial difficulty, its debt swollen by war, **unable to tax the privileged orders** and therefore unable to close the gap — and compelled by that inability to summon the Estates-General for the first time in over a century, which is the act that opened everything.

**Social**: a society of **legally defined orders** with privilege attached to birth, in which a wealthy and educated commercial and professional class was excluded from political weight and from the highest offices. The grievance was not poverty but **exclusion from a standing their wealth and education would otherwise have commanded**.

**Economic**: harvest failure and high bread prices immediately before the crisis, which supplied the urban and rural mobilisation without which the political crisis would have remained a dispute among elites.

**Intellectual**: Enlightenment ideas of natural rights, government by consent and the illegitimacy of arbitrary authority, which supplied a **vocabulary in which grievances could be stated as principles** — converting particular complaints into general claims.

**Political**: the paralysis of a monarchy that could **neither reform nor resist** — repeated reform attempts blocked by the privileged bodies, and no capacity to impose a settlement.

**The historiographical debate**, which is the question's substance.

**The social interpretation** reads the revolution as a **bourgeois revolution**: a rising capitalist class overthrowing a feudal order whose legal privileges obstructed the development of capitalism, with the peasantry and the urban poor as auxiliaries. On this reading the revolution's meaning is the **transition from feudalism to capitalism** achieved politically.

**The revisionist critique** attacks the class categories on which that rests. It argues that the **nobility and the wealthy commoners were not economically distinct** in the way the model requires — many nobles were commercially and industrially engaged, and many wealthy commoners held office and land in the same manner as nobles; that no **industrial bourgeoisie** of any size existed in France to lead a capitalist revolution; and that the revolutionaries' own concerns were **political and constitutional** rather than economic. It emphasises fiscal crisis, ideology, political miscalculation and **contingency** instead.

**The counter to the revisionists**: that whatever the actors' social composition, the revolution **abolished legal privilege and the corporate order**, established legal equality and careers open to talent, and swept away the institutional obstacles to a market in land and labour. That is a structural transformation regardless of who carried it out.

**The defensible position**: the social interpretation correctly identifies the **abolition of privilege as the revolution's central social achievement** and **misdescribes the actors**; the revisionist account correctly describes the actors and **understates what was structurally at stake**. Stating the disagreement that way — that the two accounts are right about different things — is stronger than choosing a side.

**The course**, given compactly because the causes and the debate carry the marks: the Estates-General and the National Assembly; the abolition of feudal privileges; the **Declaration of the Rights of Man and the Citizen**; the constitutional monarchy and its failure; the republic, war, and the **Terror**; the Thermidorian reaction and the Directory; and the Napoleonic period.

**The aftermath to 1815**: the Napoleonic reorganisation of Europe, which spread the **civil code**, administrative rationalisation, the abolition of feudal privileges and careers open to talent across the territories it reached — and which, by the resistance it provoked, **stimulated nationalism** in Germany, Spain and elsewhere, so that the revolution's export of one principle generated another. **Assessment**: the revolution's significance is that it established **popular sovereignty, legal equality and the nation as the unit of political legitimacy** as the terms in which modern politics would be conducted — including by those who opposed them, who thereafter had to argue against these principles rather than simply ignore them.

Examine the causes of the English industrial revolution and its impact on society.

Accepted Answer

**The causes**, given as a set of conditions **no one of which is sufficient** — which is itself the answer's organising claim, since single-factor explanations of this event have all failed.

**Agricultural change**: rising productivity releasing labour from the land and supplying food for a growing non-agricultural population. Without this the rest is impossible, because an industrial workforce must be fed by someone else's labour.

**Capital**: accumulation in trade, including **colonial and slave-based trade**, and an established banking and credit system capable of mobilising it.

**Resources**: coal and iron in proximity to each other, and **water transport** connecting them — a point about geography that mattered enormously when land carriage of bulk goods was prohibitively expensive.

**Labour**: a growing population, **mobile** because not tied to the land by servile obligations.

**Markets**: substantial domestic demand and colonial markets, with the relative importance of the second disputed.

**Institutions**: secure property rights, enforceable contracts, patent protection, and a state **responsive to commercial interests** rather than predatory toward them.

**Technology**: the innovations in **textiles, steam power and iron**, which are the revolution's visible content and which should be described as **responses to identified bottlenecks** — spinning innovations following the acceleration of weaving, and so on — rather than as autonomous inventions that happened to appear.

**The debate on why Britain first** should be presented as **unresolved**, with the explanations competing rather than cumulative: resource endowment; institutional quality; colonial markets and profits; agricultural productivity; **relative factor prices**, in which expensive labour and cheap coal made labour-saving machinery profitable in Britain and not elsewhere; and cultural or scientific factors. **The honest position**: several of these conditions were present together in Britain and separately elsewhere, and the unresolved question is which **combination** was necessary — which is precisely why no single-factor answer has prevailed.

**The impact on society.**

**Urbanisation** at unprecedented speed, with cities growing faster than any capacity to house or drain them, and the associated problems of overcrowding, sanitation and epidemic disease.

**The factory system**, whose significance is not only technological: it imposed **time discipline and supervision** where domestic production had been self-paced, which is a change in the experience of work as much as in its productivity, and which was resisted accordingly.

**Child and female labour**, extensively used because machinery reduced the premium on strength, and the factory legislation that eventually restricted it — legislation that is itself evidence of a changed relationship between the state and production.

**The emergence of a working class** with a shared condition, concentrated in workplaces and neighbourhoods, and in time with shared organisation — trade unions, friendly societies, and political movements.

**Changes in the family** as production moved out of the household, separating home from workplace and altering the position of women in ways that varied by class.

**The standard of living debate**, which is examinable and should be given as unresolved: whether real wages and conditions **improved or deteriorated** in the early decades. It turns on which wage series are used, which regions are counted, how the price index is constructed, and whether **non-wage conditions** — hours, discipline, urban mortality, insecurity — are included. The optimistic case rests on measured real wages; the pessimistic case rests on the non-wage conditions and on the early decades specifically. The reasonable position is that measured wages rose somewhat over the long run and that the transition's costs, concentrated in particular groups and decades, are not captured by wage series at all.

**The wider significance**: the industrial revolution created, for the first time, an economy in which **sustained growth in output per head** was normal rather than exceptional. Everything about the modern world — including the disparity between industrialised and non-industrialised regions that structures the rest of this paper — follows from that.

Question 6

Compare industrialisation in the United States, Germany, Russia and Japan, and examine its relation to globalisation.

Accepted Answer

**The organising claim**: later industrialisers **did not repeat the British path**, and the pattern in their divergence is systematic — **the later a country industrialised, the greater the role of the state and of banks** relative to individual entrepreneurs and reinvested profits. The reason is that catching up required capital at a **scale and speed** that gradual accumulation could not supply, and required the deliberate acquisition of technology that Britain had developed incrementally.

**The United States**: abundant **resources and land**; **labour scarcity**, which encouraged mechanisation and standardised interchangeable production because labour was expensive; a **large internal market** unified by railways, which permitted production at scale; and **high tariff protection** for domestic manufactures against British competition. Entrepreneurship was substantially private, and the state's role was in land policy, tariffs and railway promotion rather than in production.

**Germany**: **state involvement** in railways and, distinctively, in **technical education**, which produced the trained workforce the science-based industries required; the **customs union preceding political unification**, creating a national market before there was a nation-state; close relations between **banks and industry**, with banks holding long-term industrial stakes and supplying patient capital rather than short-term credit; and strength in the **newer science-based sectors** — chemicals, electricals, steel — where Britain's early lead in textiles and simple engineering did not apply. That last point is important: the late industrialiser's advantage is that it can enter the industries the leader has not established.

**Russia**: **state-directed** industrialisation from above, financed substantially by **foreign capital** and by heavy **taxation of the peasantry**; concentrated in very large plants; and coexisting with an overwhelmingly agrarian society and a largely unreformed rural structure. **The consequence directly relevant to 1917**: it produced an industrial working class **concentrated in a few cities and in very large workplaces**, which is the condition for the kind of organisation and rapid mobilisation the revolution required, in a society with no broad middle class to provide an alternative political leadership.

**Japan**: state initiative after the Meiji restoration, with the state **establishing model enterprises** in strategic industries and subsequently transferring them to private groups; deliberate **acquisition of foreign technology and expertise**, including the hiring of foreign advisers and the sending of missions abroad; **land tax reform** providing the fiscal base; and the emergence of large diversified business groups with close government relations. The Japanese case is the clearest demonstration that industrialisation was not confined to any particular cultural inheritance.

**Industrialisation and globalisation.**

**The nineteenth-century integration of world markets** through **steam shipping**, which cut freight costs and voyage times; **railways**, which opened continental interiors; the **telegraph**, which made price information travel faster than goods for the first time; and the **gold standard**, which stabilised exchange and facilitated capital movement.

**The resulting international division of labour**: industrial cores exporting **manufactures**, peripheries exporting **primary products**, with the terms of that exchange determined by parties the peripheries did not control.

**Mass migration**, in scale unprecedented, from Europe to the Americas and Australasia and from Asia to plantation and mining economies under indenture.

**The colonial dimension**, which is the connection an answer should make explicit: for colonised economies this integration meant **specialisation in primary production under arrangements they did not set**, with tariff policy determined by the metropole and infrastructure built to move goods to ports rather than to integrate the domestic economy. That is the **structural link between industrialisation in Europe and deindustrialisation in India**, and stating it connects the two halves of Paper II.

**Assessment**: industrialisation's spread was not diffusion of a single model but a series of **deliberately different responses to the problem of catching up**, and the states that succeeded were those that could mobilise capital and acquire technology at speed — which is precisely the capacity colonial rule denied to the territories it governed.

Examine the rise of nationalism and state-building in Germany and Italy.

Accepted Answer

**Nationalism as a doctrine**: that humanity is divided into **nations** with identifiable characteristics, that the nation is the proper unit of political organisation, and that each nation is entitled to its own state.

**Its sources**: the **French Revolution's** identification of the nation with the sovereign people; **Napoleonic occupation**, which provoked national resistance in the territories it reached; **romanticism**, with its interest in language, folk culture and historical origins; **print and literacy**, which made a shared vernacular culture possible across a wide territory; and **state education and conscription**, which made national identity a matter of daily experience for populations that had previously had purely local ones.

**The distinction worth stating**, because it is what separates an analytical answer: nationalism is frequently described as the natural expression of pre-existing nations, and the historical evidence supports the reverse — that **states and movements made nations** as much as nations made states, through language standardisation, mass education, and the deliberate construction of a national history.

**German unification.**

*The preconditions*: the **customs union**, which created an economic space before a political one and accustomed the states to common arrangements; the growth of railways and industry, which made the economic case for a single market; and the cultural nationalism of the preceding decades.

*The failure from below*: the liberal attempt at unification through an elected assembly in **1848**, which failed on the division between those wanting a greater and a smaller Germany, on the refusal of the Prussian king to accept a crown from an assembly, and on the survival of the existing monarchies.

*The achievement from above*: Prussian leadership; **diplomatic isolation** of each opponent in turn; and **three wars** — against Denmark, Austria and France — with the empire proclaimed in 1871. The method is the point: unification was achieved not by the national movement but by a **conservative state using it**.

*The character of the result*: a state unified by conservative means, with a powerful executive responsible to the emperor rather than to the legislature, a strong army with a privileged constitutional position, and limited parliamentary control over the executive and the military budget. This is the standard explanation offered for the later trajectory of German politics, and it should be stated as an explanation offered rather than as an established necessity.

**Italian unification.**

*The competing currents*: a **federal** solution under the papacy; a **democratic republican** movement committed to unification by popular insurrection; and unification under the **Piedmontese monarchy**. The third prevailed, and the others' failure shaped what resulted.

*The method*: diplomatic alignment with a great power to obtain assistance against Austria; the annexation of the central states; the **popular expedition to the south**, whose conquests were then handed to the monarchy rather than made the basis of a republic; and the completion of the process with Rome.

*The result's weaknesses*: a wide **north-south economic divide** that unification did not address and in some respects worsened, since the south was opened to northern competition; a **narrow franchise**, so the new state rested on a small political nation; and contested legitimacy, with the papacy refusing to recognise the loss of its territory.

**The disintegration of empires in the face of nationalities**: the Ottoman empire's progressive loss of its European provinces to national movements; the Habsburg empire's inability to accommodate its nationalities within a structure built for **dynastic** rather than national legitimacy — the compromise with Hungary satisfying one nationality and antagonising the others; and the eventual collapse of both, with the Russian empire, in and after the First World War.

**The successor states** were created on the principle of **national self-determination**, which proved **impossible to apply cleanly** because populations were intermixed, leaving substantial minorities in every new state and thereby reproducing the problem the principle was meant to solve. That failure is the strongest available argument that the nation-state is a **political construction rather than a natural unit**, and it is worth making.

Question 8

Examine the competing explanations of nineteenth-century imperialism.

Accepted Answer

**The phenomenon to be explained**: the extension of European control over most of Africa and much of Asia in the later nineteenth century, within a few decades, alongside the earlier and continuing European settlement colonies.

**The economic explanations.**

*The claims*: the need for **markets** for manufactures in a period of intensified competition; the need for **raw materials** for industry; and — the strongest and most influential version — the need for outlets for **surplus capital** unable to find profitable investment at home.

*The evidence for*: the timing coincides with intensified industrial competition and with a long period of falling prices; **capital exports were very large** in the period; and specific colonial acquisitions were pressed by identifiable commercial interests.

*The evidence against*: much investment went to **already-developed regions** — other European countries, the United States, the settlement dominions — rather than to newly acquired tropical colonies; several colonies were **not profitable to the metropolitan state** even where individual interests gained, so the taxpayer subsidised the beneficiary; and acquisitions frequently **preceded rather than followed** the investment they were supposed to serve.

**The strategic and political explanations.**

**Great-power rivalry**, in which territory was taken to **deny it to a competitor** rather than for its own value — which explains acquisitions of no evident economic worth.

**The security of existing possessions**, which drew powers into acquiring buffer territories and then buffers for the buffers, producing an expansion with its own momentum.

**Naval bases and coaling stations**, required by steam navies with limited range.

**Domestic politics**, in which imperial success served governments facing internal difficulties and appealed to newly enfranchised electorates.

**The peripheral explanation**: that the impulse frequently came from **the periphery rather than the metropolis** — from traders, missionaries, settlers and local officials whose activities generated crises that drew reluctant governments into formal control. Its strength is that it explains the frequent metropolitan **reluctance** the other accounts cannot, since governments repeatedly acquired territory their treasuries did not want.

**Ideological explanations**: doctrines of racial hierarchy and civilising mission. These are better understood as **justifications than as causes**, and they mattered because they made the enterprise **acceptable to metropolitan populations** whose consent and taxes were required — which is a real causal role, but a different one.

**Free trade imperialism and informal empire**, which reframes the whole question. The argument is that **formal annexation is only one form of control**, and that **informal control through trade, finance and the threat of force** achieved the same objectives more cheaply wherever local conditions permitted — with formal annexation resorted to only when informal arrangements broke down or when a rival threatened to exclude. **Its significance**: it makes the late-century scramble a change of **method rather than the beginning of imperialism**, and it explains Latin America, which was formally independent and economically controlled.

**The defensible position**: **no single explanation covers the variety of cases**, and the useful approach is to say **which explanation fits which case**. Settlement colonies, where the driver was emigration and land, differ from tropical dependencies, where it was commodity production and strategic position; both differ from informal control through trade and finance; and within the scramble, some acquisitions are explicable economically, others only strategically, and others only as responses to crises generated at the periphery.

**Consolidation and expansion**: successive enlargements, first northward and then to the southern states after their transitions from dictatorship — **membership functioning as an instrument of democratic consolidation**, since accession required and rewarded democratic institutions, which is one of integration's least-noticed and most significant achievements. The single market programme removing non-tariff barriers; and the eastward enlargement after the Cold War, which performed the same democratic-consolidation function again.

**The European Union**: the treaty establishing it, with pillars covering economic and monetary union, common foreign and security policy, and justice and home affairs; the **single currency** for participating members; and the strengthening of the parliament.

**The tensions**, which an assessment requires. The **democratic deficit**, in which consequential decisions are taken by institutions remote from electorates. The tension between **deepening and widening**, since more members make agreement harder. The **monetary union without fiscal union** problem — members share a currency without shared fiscal capacity, so an economy in difficulty **cannot devalue** and must adjust through wages and employment, which is politically far more costly. And the persistence of national sovereignty claims, of which **withdrawal by a member state** is the strongest expression.

**The assessment**: European integration is the most successful instance of **voluntary pooling of sovereignty** in modern history, judged by its own founding objective — war between the participating states became unthinkable within a generation. It has repeatedly been strained by the **mismatch between economic and political integration**, which the functional method deliberately deferred and which the monetary union made unavoidable.

**The disintegration of the Soviet Union.**

**Economic factors**: a **centrally planned economy** with declining growth rates, chronic consumer shortages, low productivity, and a **structural inability to innovate** — a system that could mobilise resources for defined objectives such as heavy industry and space programmes, and could not respond to demand or to the technological changes of the period. Military expenditure at a very high share of output, sustained against a much larger economy.

**Political factors**: an ageing and unaccountable leadership; the **absence of mechanisms for correcting error**, since criticism was suppressed and information about failure could not travel upward; and the **loss of legitimacy** of the official ideology among the population and, decisively, among much of the party itself.

**Reform and its unintended consequences**, which is the section's analytical core. **Perestroika** disrupted the planning system **without establishing a market**, so the economy lost its old coordination before acquiring a new one. **Glasnost** permitted the articulation of grievances that had been suppressed — including **national** grievances — and is the reform whose consequences most exceeded its intentions. And political reform introducing **contested elections** created **alternative sources of legitimacy** to the party, which is fatal for a system whose authority rested on the party's monopoly.

**Nationalities**: the union's republics, several with strong national movements, used the new openings to press first for autonomy and then for independence — the Baltic republics leading, and the **Russian republic's own assertion of sovereignty** being decisive, since it removed the union's core and left nothing for the other republics to belong to.

**External factors**: the **renunciation of intervention** in eastern Europe, which removed the guarantee on which those governments depended and produced their collapse in **1989**; the cost of the Afghan war; and the burden of the arms competition.

**The sequence**: the eastern European transformations of 1989; the fall of the Berlin wall and German reunification; the failed coup of August 1991, which discredited the party and destroyed what remained of central authority; and the union's dissolution at the end of 1991.

**Eastern Europe, 1989–2001**: largely **peaceful** transitions in 1989; transition to market economies with severe short-term costs; democratic consolidation with varying success; the **violent disintegration of Yugoslavia**, which is the exception and whose explanation lies in the combination of an ethnically intermixed federation, economic crisis, and **political entrepreneurs who mobilised national identity as a route to power**; and the movement of much of the region toward NATO and European Union membership.

**The unipolar moment, assessed**: it was **real and temporary**. The conditions producing it — the collapse of one superpower and the incomplete development of others — were not permanent, and the subsequent emergence of other centres of economic and political power has restored a more distributed structure. The **more durable consequences** of 1991 are the discrediting of the centrally planned economy as a model, the extension of the European institutional order eastward, and the removal of the bipolar framework within which regional conflicts had been interpreted — which made those conflicts harder to explain and, in several cases, harder to contain.
