**Why the preference persists.** Four structural reasons, and they are structural rather than attitudinal. **Patrilineal descent and inheritance** mean property and lineage continuity pass through sons. **Patrilocal residence** means a daughter leaves at marriage, so investment in her benefits another household — the standard formulation that a daughter is another's wealth. **Old-age support** is a family function with very limited formal pension coverage, and it is expected from sons. **Dowry** makes a daughter a net financial liability at marriage, and it has expanded and monetised with prosperity rather than declining, which is itself a finding that defeats modernisation accounts.

**The regional dimension.** The distortion has been more marked in the north and west than in the south and east, which aligns with **Karve's kinship zones**: in the northern pattern of village exogamy and marriage into unrelated distant villages, a daughter is effectively lost to her natal family, while in the southern pattern of marriage within the kin network she is not. Where a daughter retains value to her natal family after marriage, the incentive against having one is weaker.

**Why interventions have limited effect.** Prohibiting sex determination addresses the **means** and not the preference, so it displaces the practice rather than removing it — into unregulated facilities, and where determination is prevented, into differential care and neglect after birth, which produces excess female child mortality. Incentive schemes for daughters address the financial calculation partially but not the structural reasons.

**Assessment.** This is the standard Indian case of a **structural preference persisting through modernisation and being intensified by it**, and it should be used whenever the paper asks about the relationship between development and social change. **Why Indian conditions differ.**

A small organised sector with contracts, social security and union representation coexists with a very large unorganised sector with none, and their interests are not identical: a protected workforce may gain from arrangements that leave the unprotected outside. This division has **widened** through subcontracting, casualisation and platform mediation, which fragment a single production process across several employment statuses within the same premises.

**Fragmentation by ascriptive identity.** The workforce is divided by caste, region, language and religion, and these divisions frequently structure recruitment itself — labour contractors recruit from particular regions and communities, so work groups are internally homogeneous and mutually distinct. This is not incidental: a workforce assembled from several regions and castes is harder to organise, and the recruitment pattern has been sustained partly for that reason. **Caste** additionally supplies an alternative and readily available basis of identity, and one which has proved more effective at securing state benefits than class has.

**Rural-urban linkage.** Many industrial workers retain village land, kin obligation and the intention of eventual return. The consequence is a divided orientation: the worker's identity, security and long-term prospects are not wholly located in the urban workplace, which reduces the stake in urban collective action and provides a fallback that makes prolonged industrial conflict survivable but also less necessary.

**The character of Indian industrialisation.** Employment in large-scale factory industry has been a small share of the workforce throughout, so the concentration that classical theory assumes was never general. Much industrial production occurs in small units, which are numerous, dispersed and difficult to organise.

**Union structure.** Indian trade unions have been substantially organised through affiliation to political parties, which has given them political access and simultaneously fragmented the workforce along party lines and subordinated industrial demands to political calculation.

**What has developed instead.** Consciousness has formed at the level of the **establishment** rather than the class — strong identification with a particular workplace and its conditions — and at the level of **caste and community**, which has been the more effective vehicle for claims on the state. **Reservation** rather than redistribution has been the principal route through which subordinated groups have pursued material advancement, and it operates on caste categories rather than class ones.

**Assessment, and the theoretical point.** The Indian case is best read not as a failure of the working class but as evidence that **class consciousness is contingent on specific structural conditions** rather than being the automatic product of a class position. Where concentration, homogenisation and a single visible antagonist are absent, the objective position may persist without producing the consciousness. This is a Weberian conclusion — that class position does not determine communal action, and that status and party operate independently — and it is why Indian labour sociology has generally worked with a Weberian rather than a strictly Marxist framework while retaining the Marxist account of the underlying relation.

It is a system of **graded inequality**, and this is the analytically crucial claim: because each stratum has one below it to whose position it clings, the subordinated cannot unite, and the system is defended by many of those it disadvantages. And its **functionalist** framing under-attends conflict, exploitation and the violence through which hierarchy is enforced — which is what the Dalit movement's own account foregrounds.

**What the movement achieved and where it did not.** It secured constitutional abolition of untouchability, reservation in legislatures, public employment and education, and specific protective legislation. It produced substantial **political mobilisation and representation**, and a mobile stratum within Dalit communities through public employment. It transformed public discourse, making the open defence of caste hierarchy untenable.

It has not dissolved **endogamy**, which is the mechanism through which caste reproduces itself, and inter-caste marriage continues to attract violent enforcement. It has not eliminated **stigma-based violence**, which persists in forms recorded by the atrocity legislation. And its benefits have been **unevenly distributed** within Dalit communities, generating internal differentiation and the associated debate about sub-categorisation.

**Assessment.** The Dalit movement demonstrates that the sociology of Indian mobility requires at least two frameworks: **sanskritisation** for groups seeking a better position within an accepted hierarchy, and a **conflict framework** for groups contesting the hierarchy's legitimacy. Srinivas's concept remains accurate for what it describes and is not a general theory of caste mobility, and the movement's existence is the standing demonstration of that limit.

The characteristic feature is **subordination of the women's question to independence**: the argument that social questions should await political freedom, which deferred issues that were then only partially addressed after 1947.

**Phase three: the autonomous movement, from the 1970s.** This phase was distinguished by being led by women, organisationally independent of parties, and by raising issues the earlier phases had not: **violence within the family**, **rape and custodial violence**, **dowry deaths**, **sex-selective practices**, **property rights**, and women's work — including the recognition of unpaid domestic and care labour. **The work question.** A related debate concerns whether the movement adequately addressed women's labour — the vast majority of Indian women working in agriculture and the informal sector, whose concerns are wages, land rights and conditions rather than the legal and violence agenda that dominated the autonomous phase.

**Assessment.** The movement's achievements are substantial and concentrated in law and public discourse; its limitations are concentrated in reach, since the issues that mobilised it most effectively were not always those most pressing for the majority of Indian women. The Dalit feminist critique has been the most productive internal development, because it forced the movement to abandon the unified category of woman that its analysis had assumed.

The informal sector comprises employment outside the regulatory framework — without written contract, social security, or enforceable protection — and it accounts for the large majority of Indian employment.

Two propositions are sociologically essential. First, it is **not a residual awaiting absorption** into the formal sector. The expectation that industrialisation would progressively absorb informal workers has not been borne out over several decades; the sector has grown alongside formal-sector growth, and informality is a **durable structural feature** rather than a transitional condition.

Second, formal and informal are **linked rather than separate**. The same production chain frequently combines formal enterprises with informal subcontractors, and formal firms employ contract and casual workers alongside permanent ones within the same premises. Informality in this arrangement is not an absence of modernity but a **deliberate transfer of risk and cost** down the chain — the formal enterprise obtains flexibility and avoids obligation, while the worker bears the volatility.

The consequence is a workforce fragmented by contract status within a single workplace, which is a principal reason collective organisation has been difficult.

Do Indian environmental movements fit the new social movement framework? Examine.

Partly, and the ways in which they do not are the answer's substance — because Indian environmentalism is the standard case for showing that a Western theoretical framework requires amendment before it travels.

**What the framework claims.** New social movement theory, developed from Western European experience by Touraine, Melucci and Habermas, holds that post-industrial movements differ in kind from earlier ones: organised around **identity, autonomy and quality of life** rather than material distribution; drawing a **middle-class** base; using **loose networked participatory** organisation rather than hierarchy; and operating in **civil society and culture** rather than principally through the state. Environmental movements are its central illustration, understood as **post-material** — arising once material security is assured and attention shifts to quality of life.

**Where Indian movements fit.** Organisationally the fit is good: Indian environmental movements have generally been networked, locally rooted, participatory and without formal hierarchy, and they have operated substantially outside party structures. They have also worked significantly through **cultural and moral claim** rather than only through interest bargaining, and several have used symbolic and non-violent repertoires that fit the framework's description.

**Where they do not fit, decisively.** Indian environmental movements have frequently been **livelihood movements**, not post-material ones. Forest-based movements arose over access to forest produce on which household subsistence depended. Anti-dam movements arose over displacement and the destruction of livelihood systems. Fishers' movements arose over mechanised competition destroying artisanal livelihoods. In each case the participants were among the **poorest** rather than the materially secure, and their demands were **directly distributional** — access to resources, compensation, the right not to be displaced.

**Guha and Gadgil's** distinction between the **environmentalism of the affluent** and the **environmentalism of the poor** is the standard formulation of this correction, and it identifies the underlying difference: Western environmentalism has typically sought to protect nature **from** use, while Indian environmentalism has typically sought to protect people's **access to** nature against appropriation by the state and by industry. The proposition that environmental concern arises from material security is refuted by movements of the materially insecure defending the resources their subsistence depends on. What Indian material demonstrates is that the environment can be a **class question**, which the post-material framing forecloses by definition — and that is a genuine theoretical contribution rather than merely a case that fails to fit.

The claim is **Yogendra Singh's**, and it is the most useful single framework in this paper because it explains a pattern that otherwise appears as a series of unrelated anomalies.

**The framework.** Singh distinguishes **orthogenetic** change, arising from within a tradition's own logic, from **heterogenetic** change, arising from contact with an external tradition; and **structural** change, in institutions, roles and organisational forms, from **cultural** change, in values, beliefs and the meanings attached to those forms. Colonial contact produced heterogenetic change that was substantially **structural first**, and the resulting Indian pattern is that **modern structures were adopted and then operated on traditional principles**.

**The evidence for the claim.**

**Bureaucracy.** The rational-legal structure was adopted whole — hierarchy, written rules, appointment by qualification, impersonality. It has frequently operated through **particularistic** relations: caste and kin networks in recruitment beyond the formal examination, personalised authority, and discretion exercised on the basis of relationship. In **Parsons's** vocabulary, universalistic and specific structures operated on particularistic and diffuse principles.

**Democracy.** Universal franchise and competitive elections were adopted, and mobilisation has run substantially through **caste and community** rather than through programme or class — which is Kothari's politicisation of caste, and precisely the pattern the framework predicts.

**Education.** Modern institutions and curricula were adopted, and access has been mediated by inherited advantage in language, cultural capital and school type, so that a formally universalistic system reproduces ascriptive advantage.

**The family and marriage.** Nuclear residence has spread while **endogamy** has barely moved, and dowry — a practice that modernisation should have eroded — has **expanded and monetised** with prosperity and education. The persistence of son preference through fertility decline, discussed in the population unit, is the same pattern in demographic form.

**Business.** Modern corporate forms have been adopted while ownership and control frequently remain organised through family and community networks.

**The qualifications the claim requires.**

**Cultural change has occurred**, and asserting a simple lag understates it. The open defence of caste hierarchy has become publicly untenable; ideas of individual rights, equality and consent have substantial purchase; women's education and participation are now widely accepted goals. The change is uneven and contested rather than absent.

**The direction of causation is not one-way.** Structures have altered values over time — reservation has produced a mobile stratum whose existence changes what is thought possible; electoral competition has made public assertion of hierarchy costly. So the lag is a phase rather than a permanent condition, which is what Singh's framework actually claims.

**Traditional structures have themselves been transformed by the encounter**, not merely preserved within modern forms. Caste operating as a political interest group with associations, publications and demands on the state is not caste surviving unchanged — it is a genuinely new formation. Describing this as tradition persisting inside modern structures understates how much the tradition changed.

**The normative assumption should be flagged.** The framework can imply that cultural change *ought* to follow structural change along a Western trajectory, which is the modernisation assumption the comparative evidence does not support. East Asian industrialisation combined universalistic economic institutions with strongly particularistic social ones over long periods, which suggests the combination is a stable configuration rather than a transitional imbalance.

**Assessment.** The claim is well supported as a **description** of the Indian pattern and should be resisted as a **theory of lag**. What has occurred is better described as **selective adaptation**: modern structures were adopted where they served existing interests and were operated according to principles that preserved those interests, while cultural change proceeded where it was compatible and stalled where it was not. That formulation retains the framework's descriptive power without the teleology, and it explains the specific pattern of what changed and what did not — which a simple lag account cannot, since it predicts uniform delay rather than selective persistence.
